TOOLSiD Answer:
Hi, we checked with ATD and the best we could find was their assembly instructions for this cart. In case you don't have it, you can find it at this link: https://atdtools.com/PDF/ATD7016_rev_0118.pdf We see no mention of "rings" or "clamps" among the parts. The instructions refer to the 4 caster bushings and the 4 casters. From past experience, we know that these kinds of casters sometimes require a strong push to fully seat in place. If you are still having trouble with the installation, please contact our Customer Service Team at 800-505-3274 to discuss a return or replacement. We apologize for the inconvenience.
